How can i make a detailed bebo skin, without going over the KB limit?

its been giving me alot of grief. it says the images i upload for the bebo skin have to be below a certain KB limit. its the main background that im most interested with. it cant go over 40KB, so my black and white GIF extension picture is 170KB. how am i supposed to get the image below 40kb without changing the quality.





even at the lowest quality, its still 40kb, and its all fuzzy and horible. some of the images ive seen for skins look like they could be in the MB league, with amazing texture, quality and colour depth, and i wonder how they do this with a 40kb limit.
