Adobe photoshop elements file size help?
I assume that you need a jpeg file. It is absolutely no help to not give the size that is permitted. Size -- I mean w x h in pixels. But if you do need a jpeg and say it is 200 x 100 pixels in width and height, use the Save for Web, click on Optimize and enter 20 for the size of file and it will do the rest. However, sometimes it is about 20 Kb, could be a little more or less. If more, lower the number you put in for the file size like to 19.

BTW, the size of the file in pixels for an image with no layers is governed totally by the width x height dimensions. On a white background that will give you the 20 Kb, you can have a thousand colors on it and it will still be less than 20 Kb.

But give some more information on the requirements and the answer can be more detailed.
