Have you went through the massive amount of Bebo skins available on their site? If so, what kind of ideas did you have?
The Bebo layout is somewhat limited to what you can do with it. All in all, it will still have a common cookie-cutter design.
With the feature 'Roll Your Own', Bebo gives you an option to build up over top of custom skins to give you a bit of personalization.

There's also a link at the top for a trial version of Photoshop.
Firstly, I would suggest you find a supplied/donated layout with nice text colors and an overall design to start as a base and then all you would need to do is fine tweak it to your liking. You can always browse profiles and take which one you like by using the 'Use this Skin' on their profile. I don't necessarily agree that my own customized profile is available to everyone else, but that's the way Bebo operates on their server. Oddly, they still warn about copyright material, but don't request that you ask before you use someone's personal layout. Quite frankly, everyone's profile is up for grabs via the public 'Use this Skin' feature.
As far as designing in Paint, it's far too limited. I don't have Picasa 2 either. I have about 1g worth of photo editing programs and I'm constantly falling backwards in need of tutorials. I don't know what to suggest for ease as most photo editors require patience and somewhat of an intermediate skill.
How do i make a bebo skin , with paint or picasa 2?
I know most of the bebo skins made on this site http://bebostation.com/skins/ were done in adobe photoshop... If you can get your hands on a copy or get the trial version here: http://www.adobe.com/downloads/ it is the best!
