Navigation Background

I use Serif photoplus 6 for that. It does the job and it is free.

Be warned, you might want to set up a 'spam' email address because you have to give one to be able to register the software and they send you tons of offers for a while via email. It's not as good as photoshop for drawing, but you can enter good shapes and text and you can edit images ok. [To control output file size- file-export optimiser]
